The only legal repair is to dismount the tire and inspect the puncture, if the puncture is 1/4 inch or less in the tread (not sidewall) a internal plug/ patch is ok for use. it is now illegal to use a external plug in a tire repair on any application in the USA. Plugging sidewalls and side treads are verboten. We plug tires here in PA all the time, and I don't see that practice changing anytime soon. If it is illegal to plug a LT/passenger tire, it is only in a handful of states (like FL), and to my knowledge does not apply to vehicles subject to national DOT registration. In many instances for commercial truck tires, the tire needs to be dismounted for an internal secondary patch, but the repair is perfectly acceptable. But the repair rules and procedures, especially for the commercial truck tires, are strict and detailed. It is legal and DOT approved to plug even commercial truck tires. Plugging a tire is not legal in most States.
